LETTER FROM THE OWNER

Dear Sir,

Thanks for your reply about building a new cement plant of 3000t/d. Now I will give you an

explanation about this project.

We guarantee we will make a new brand cement plant with the newest technology and

process. This system is composed of 5 stage pre-heating system, the rotary kiln will be used,

the raw mill grinding will be used vertical mill. The cement mill will be used ball mill. in this

offer, the kiln is operated by gas burning, if you use oil, we will standby another set

equipment. The storage is covered. The electrical parts we take Siemens brand.

Time scale

The equipment manufacture need 9 months, erection need 10 months, design need 4-6

months, but the design and equipment manufacture will be done at the same time. So this

project will take with total time almost 24 months from beginning of the civil works to the last

cement production.

1.The scope of supply of my company for this turnkey contract includes all the equipment and

materials necessary to achieve successful operation of the new facility within the specified

performance guarantees. More precisely the scope of supply of my company includes:

a. Mechanical equipment

b. Electrical equipment

c. Main electric station at the plant

(Excl. main substation for national grid changed to 10kV)

d. Electric substations and cables

e. Lighting for production workshop and the road of in the plant.

2. Scope of client

The following items are excluded from the scope of my company.

i. Dozers, loaders, trucks & vehicles.

k. Air tickets for client's trainees to China.

Sope of my company and client: Civil & structural construction works

Client is responsible for all finance related matters; my company is responsible of technical

related matter.

All steel structures in civil works are borne by client.

The civil works will be done by the client, including the concrete works and steel

structure.

 USED CEMENT PLANT 1.500 MT/DAY

We have one offer as below for a 1,500MT/day Cement Plant on Turnkey Project .

Price is Euro 33.55 Million, this price includes dismantling, total overhaul, turnkey installation, consulting, training plus

Guarantee: 12 month after production start. The plant can be dismantled easily and just one packing unit is needed
This price includes product support, supervising and training of staff. After production start the plant will be support by our staff further 3 month

Not included: infrastructure (roads, buildings, foundations, electricity and water supply)

40,000 square meters land is needed for the complete production plant for cement consisting of 2 lines each 750 MT/days - in total 1500 MT/day
Includes automatic Balance system 1200 bags / hour

Automatic palletize system - Automatic roller-system
Year of construction 1981 / modernization 1991-2 until today 2008
Many new parts: New EDP control, New breaker
New burners (buyer can decide whether he wants oil, gas or coal) etc.
Plant is still in operation ( 1 line active)

Dismantling and construction on destination from one hand (complete-price).
It will take only 18 month until the plant will be in operation at buyer`s place

 A Memorandum Of Understanding and  a Fee Protection Agreement will be signed between buyer and the mandate company.

USD 125.000 deposit in our bank before any inspection and table talk meeting.

If buyer party cancel the project, USD 25,000 will be our cost negotiating this project. USD 100,000 will be refunded from our bank.
